As summer sets in the job situation seems to be improving little for Americans with disabilities, but it also doesn’t appear to be getting any worse, according to statistics released Friday by the Department of Labor.

Unemployment stood at 14.4 percent in June for those with disabilities, down slightly from 14.7 percent in May. That, as the the nation as a whole lost 125,000 jobs, including 225,000 temporary positions at the Census bureau.

Meanwhile, the jobless rate increased a bit for the rest of the population, reaching 9.4 percent in June, up from 9.1 percent in May.

The Department of Labor began tracking employment among people with disabilities in October 2008. There is not yet enough data compiled to establish seasonal trends within this group, so numbers are not seasonally adjusted.

Employment statistics on people with disabilities cover those over the age of 16 who do not live in institutions. The first employment report specific to this population was made available in February 2009. Now, reports are released monthly

From 1 July 2010, more than 500,000 carers across Australia will receive a $600 Carer Supplement, as part of the Australian Government’s Secure and Sustainable Pension Reform.

This payment recognises the significant challenges facing hundreds of thousands of carers who make enormous sacrifices to care for a loved one.

The annual $600 Supplement will be paid to people who receive:

  • Carer Payment;
  • both Wife Pension and Carer Allowance;
  • both Department of Veterans’ Affairs Partner Service Pension and Carer Allowance; and
  • Department of Veterans’ Affairs Carer Service pension.

The payment will also be provided to recipients of Carer Allowance for each person they care for.

This means that if a person is in receipt of Carer Allowance and Carer Payment (or Wife Pension, Department of Veterans’ Affairs Service Pension or Carer Service pension) they will qualify for two Carer Supplement payments, with an additional payment for each extra person they care for.

The annual Carer Supplement gives carers certainty about the level of assistance they receive each year, and assists with budgeting for any unforeseen costs.

Most Carer Supplement payments will be paid between Thursday 1 July and Wednesday 14 July. The annual cost of the Carer Supplement is around $440 million.

Around 135,000 carers who receive Carer Allowance (child) will also be paid the annual $1000 Child Disability Assistance Payment from 1 July for each child they care for.

Also from 1 July, the assessment process for Carer Payment (child) and Carer Allowance (child) will be streamlined.

There will now be a single assessment process for Carer Payment (child) and Carer Allowance (child), removing the requirements for more forms and medical examinations.

Carers claiming Carer Allowance (child) will also have an additional three months to re-test their eligibility for Carer Allowance (adult) once their child turns 16. This means carers will now have up to six months to be assessed.

The Government is also providing an additional $2 million in 2010-11 for emergency respite care under the Respite Support for Carers of Young People with Severe or Profound Disability Program, bringing total funding to $8.7 million next year.

The funding will provide emergency places that cater for both the needs of individual carers and the people they care for, including overnight stays in respite cottages, in-home care or time enjoying recreational activities.

This program is delivered through the Commonwealth Respite and Carelink Centres.

A scholarship program designed to give students with disabilities access to private schools using public funds is riddled with unnecessary barriers, parents and educators say.

The Georgia Special Needs Scholarship program established in 2007 is praised for giving families greater choice and yielding success for students. But a slow payment system is causing financial strain for participating private schools. What’s more, limited public awareness of the program coupled with a short enrollment period means some of the students who would benefit most from the innovative scholarship are not accessing it, advocates say.

State lawmakers recently tried to make improvements to the scholarship program, but weren’t able to get a bill passed.

Advocates say that Georgia leaders should take cues from a similar program in Florida, which served more than 20,000 students in 2008-09 compared to just over 2,000 in Georgia that same year. In Florida, families can enroll in the voucher program year-round and schools are paid quarterly, reports The Gainesville (Ga.) Times

From 1 July 2010, 3.3 million pensioners will have access to a more flexible advance payment system as well as the option of quarterly Pension Supplement payments, as part of the final stage of the Australian Government’s Secure and Sustainable Pension Reform.

From 1 July, pensioners can receive advance payments of up to a maximum amount of $1,005.75 for singles and $758.10 for each member of a couple in a six month period. This is a significant increase on the previous maximum advance of $500 a year for singles and each member of a couple.

Part-rate pensioners will also have access to increased advance payment amounts, depending on the amount of pension they receive.

For the first time, pensioners can receive multiple advance payments each year up to the maximum rate, compared to only one advance payment under the old system.

This means that pensioners now have more financial flexibility to deal with unforeseen circumstances, such as replacing a broken refrigerator or buying new tyres for their car.

The improved advance payments will be available to Age Pensioners, Disability Support Pensioners, and people receiving carers, wife and veterans’ pensions. The advance payments will be repaid from subsequent pension payments.

The advance payments will increase in line with adult pension rate increases in March and September each year.

In addition, pensioners can now choose to receive around half of the new Pension Supplement on a quarterly basis.

We recognise that pensioners are the best judge of managing their own budgets and some pensioners prefer organising their budgets on a quarterly basis.

The first quarterly Pension Supplement payment will be available from 20 September this year.

This final stage of the Government’s reforms gives pensioners more financial security and flexibility in how they receive their payments.

The reforms have simplified pensioner payments and will ensure the system is fairer and sustainable into the future.

Since the Government implemented the reforms in September last year, the maximum rate of pension has increased by around $100 a fortnight for singles and $74 a fortnight for couples combined.

Public transit services are helping people with disabilities become more independent by deploying trainers to teach individuals how to use fixed route buses rather than rely on door-to-door service.

While public transportation providers offer special bus service designed for people with disabilities and other special needs, rides often must be arranged at least a day in advance, limiting the number of trips a person can take and hindering flexibility.

Now, under a federal grant program, special travel trainers are helping adults with disabilities in cities across the country to overcome this hurdle by teaching individuals how to use their local fixed route bus system.

In Ohio, a travel trainer recently helped Mary Ricketti learn to navigate the bus system. After 20 years relying on door-to-door service the woman with an intellectual disability says being able to use the bus stop right outside her front door will be liberating.

Trainers spend many hours with individuals, teaching them to read bus schedules, understand routes and fare cards and learn who to ask if they need help. They take test rides to destinations of the individual’s choosing and tag along until the person is comfortable.

Fixed route service likely isn’t for everyone, trainers acknowledge, but they say many people just need some help getting started, reports The (Cleveland) Plain Dealer.
